Dear members and friends of CWCF,

First of all, in our Quebec Conferences, we succeeded!

We have done something extraordinary. We came together. We formed CICOPA-North America, for all of Quebec, the rest of Canada and the US – at a minimum.

This is about human beings gathered together around the values ​​of worker co-operation, regardless of our country, our language, or our differences. By coming together, we have learned that what unites us is much more important than what divides us. Recall that the CICOPA-North America Conference theme was “Co-operation without Borders,” and that is what we have begun to experience. One way in which this was evident is that during the Conference week, the Federation of Paramedic Co-operatives of Quebec decided to join CWCF, which means that all Quebec worker co-op federations have now joined CWCF. CICOPA-North America now unites all three Quebec federations, CWCF and US FWC into one entity.  

This newsletter is about only the two Conferences on Business Succession and Worker Co-operation which we held in Quebec City from October 11th to 15. I think it will be useful for me to give you my take on this dual, historic event, and leave it to this issue of the newsletter to give you an overview of the content, which was very rich, and mostly available on line by video, or through notes. 

By all accounts, participants in both events were very satisfied with the content and the experience, although certainly we could have done some things differently. Approximately 300 people attended either or both Conferences.  (Don’t worry, we’ve read the evaluation forms and YES, there will be more time to talk to each other in future years’ conferences.) In addition, we have created a solid foundation on which to build for both (1) the transfer of businesses to worker co-operatives, and (2) the flourishing of the movement of worker co-operation in Quebec, Canada and the United States, within CICOPA-North America (the new continent-wide entity of the world body of worker co-operatives, CICOPA). Those who attended the event seemed to find that it gave them energy and made them even more committed to our movement. Jocelyn Lessard, Executive Director of the Quebec Forestry Co-op Federation said it well, "We can really feel the values ​​of worker co-operation vibrating here. I am convinced more than ever that worker co-operation is the future." Further, the events happened in the context of the approach of the 2012 International Year of Co-operatives, as well as the events on Wall Street and in cities around the world occupying space for the "99%" that say they do not benefit from the current economic system – allowing many speakers to make the obvious link to the co-operative system. Some of our participants even joined in the Occupy Quebec protest on the last day, or went home to provide brochures and talks about co-operatives at the Occupy protests in their home towns, which you can read on this page of CoopZone, or on this Occupy the Workplace page.

I was moved by the enormous generosity and solidarity of all who participated, in so many ways. By the speakers who came from near and far: from Europe, South America, the United States or different regions of Quebec and Canada. By our board President, Alain Bridault, and other members of the Board of Directors of the CWCF and the RÉSEAU, by the Planning Committee, our employees and several volunteers who worked incredibly during the event, and often before and after it, too. We were very fortunate to have the presence of a Federal Minister, Steven Blaney, Member of Parliament for Lévis-Bellechasse. Minister Blaney was very generous with his time, spending a whole evening with us at the Conference on Business Successions and Employee Ownership and giving a heartfelt speech.  I was also touched by the generosity of our sponsors, all of whom we acknowledge by name at the end of this report, below.

It should be mentioned that we considered inviting the Mexican worker co-ops as well. Now that CICOPA-America is organizing into sub-regions (North America, MERCOSUR, etc.), the Mexican worker co-operators will be able to choose between an affiliation with the worker co-ops of Central America, and those of North America. They would be welcome if they want to participate in CICOPA-North America. However, the member of the ICA in Mexico also affiliated to CICOPA is an association of co-operatives of all types such as CCA, the CCCM or NCBA. So we decided to wait until we can directly find and reach out to the Mexican worker co-operatives.

The fact that we also held a first meeting of CICOPA-North America’s steering committee just prior to the Worker Co-op Conference (with representatives of boards of directors and management of CWCF, the US FWC and the RÉSEAU- with the other federations in Quebec being invited) means that we chose our president, Rebecca Kemble, who is also president of the US FWC. She will attend the General Assembly and World Conference of CICOPA and CICOPA-Americas in Cancun, Mexico from November 15-18, 2011. The CWCF will be represented by Alain Bridault and myself. This will be the General Assembly of the founding of CICOPA-Americas and another milestone in the progress of the worker co-op movement. Note that the Steering Committee of CICOPA-North America is: Rebecca Kemble (Chair), Melissa Hoover (Executive Director, US FWC), David Smathers Moore (Director, US FWC), Claude Jourdain (Director, CWCF and Executive Director, RÉSEAU), Jamie Campbell (Director, CWCF), Jocelyn Lessard (Executive Director, Quebec Forestry Co-op Federation) and myself. We are also seeking to involve a representative of each of the remaining federation in Quebec.

For me personally, I was very happy to be with worker co-operators across North America and around the world. A special aspect for me, and quite unique, was that I was able to spend time with people who have the same job as I do: other Executive Directors of federations and confederations of worker co-operatives. It's not often that happens, and it’s incredible how much we have in common!

The way I see CICOPA-North America and the whole movement internationally is that it is incredible value-added benefit to the work of the existing federations. It is a meeting place where we can help each other, but I think it will always be in our own federations where we will find the closest connection among the members, and between members and their federation. In other words, this is an addition, not a replacement of existing federations.

We took videos of all the plenary sessions and many workshops (sorted by language). We have presentations and reports of several workshops. There is a lot of information there which I would encourage you to peruse. Next year, in 2012, it will be the United States’ turn to host activities of CICOPA-North America. Their Conference will be held in Boston from June 22 to 24, 2012. In addition, the Steering Committee of CICOPA-North America and all federations that are part of this must develop ways to come together without always having to travel, using the power of continually improving technology.

Bonjour aux membres et amis de la FCCT,

Dans nos Congrès, on a réussi! Nous avons fait quelque chose d’extraordinaire. Nous nous sommes rassemblés. Nous avons créé CICOPA-Amérique du Nord, couvrant tout le Québec, le Canada et les États-unis - au minimum.

C’est la question de rassembler les êtres humains, peu importe leur pays ou leur langue ou leurs différences, autour des valeurs de la coopération du travail. En étant ensemble, nous avons appris que ce qui nous unit est beaucoup plus important que ce qui nous sépare. Il faut se rapeller que le thème du Congrès de la coopération de travail étatit: la Coopération sans frontières, et c’est ce que nous avons commencé à vivre. Pour rendre cela encore plus évident, la Fédération des Coopératives de Paramédics du Québec a décidé de s’adhérer à la FCCT pendant la semaine des congrès, ce qui veut dire que toutes les fédérations de CTs du Québec font partie maintenant de la FCCT, comme des fédérations régionales membres. CICOPA-Amérique du Nord unit toutes les trois fédérations de coopératives du travail du Québec, la FCCT et la Fédération améicaine des coopératives de travail.

Ce bulletin est uniquement sur les deux Congrès sur la Transmission d’entreprise et de la coopération du travail qu’on a tenus à Québec du 11 at 15 octobre. Je crois qu’il sera utile pour moi de vous donner mon survol de cet événement conjoint historique, et permettre à cet exemplaire du bulletin de vous donner l’aperçu du contenu, ce qui a été très riche et qui est en grande partie disponible sur vidéo, ou bien par des compte-rendus.

Il faudrait mentionner que nous avons considéré la possibilité d’inviter les coopérateurs du travail du Mexique. Maintenant que CICOPA-Amérique s’organise en sous-régions (Amérique du Nord, MERCOSUR, etc.), les coopéreteurs du travail du Mexique devront choisir entre une affiliation avec les CTs de l’Amérique centrale, et nous autres. Ils seraient les bienvenus s’ils voudraient participer au sein de CICOPA-Amérique du Nord. Cependant, le seul membre de l’ACI au Mexique affilié avec CICOPA c’est une association de coopératives de tous les types comme la CCA, le CCCM ou la NCBA. Donc nous avons décidé d’attendre de trouver les CTs.

Selon tout témoinage: les participants, dans les deux événements, ont été très satisfaits, même si certainement on aurait pu faire certaines choses différemment. (Ne vous inquiétez pas, on a lu les formulaires d’évaluation, et OUI, on aura beaucoup plus d’occasions où les participant(e)s pourront se parler dans les années futures.) En plus, nous avons créé une fondation ferme sur laquelle on peut bâtir à la fois pour (1) les transferts d’entreprises aux coopératives de travail, et (2) l’épanouissement du mouvement de la coopération du travail au Québec, au Canada et aux Etats-unis, à l’intérieur de CICOPA-Amérique du Nord (la nouvelle entité contienentale de l’organisme mondial des coopératives de travail, CICOPA). Ceux et celles qui ont participé à l’événement ont semblé devenir plus être enthousiastes et ont trouvé un esprit de dynamisme. Jocelyn Lessard l’a bien dit “On sent les valeurs de la coopération du travail qui vibrent ici. Je suis convaincu encore plus que jamais que la coopération du travail, c’est l’avenir.” Et, le tout se passait dans le contexte de l’approche de l’Année internationales des coopératives 2012, et des manifestations à Wall Street et à des villes un peu partout qui réclaiment l’espace pour les “99%” qui ne bénéficent pas du système économique actuel – ce qui a permis à de nombreux conférenciers à faire le lien avec le système coopératif. Certains de nos participants ont même participé à la manifestation de Occupér le Québec, ou sont retournés chez eux et chez elles pour donner des dépliants et des présentations sur le mouvement coopératif.

J’ai été touchée par l’énorme générosité et solidarité de tout ceux qui ont participé, à n’importe-quel niveau. Par les conférenciers qui sont venus de près et de loin: de l’Europe, de l’Amérique du sud, des Etats-unis ou de différentes régions du Québec et du Canada. Par notre président Alain Bridault, les autres membres du conseil d’administration de la FCCT et du RÉSEAU, par le Comité de planification, par nos employés et certains bénévoles qui ont travaillé incroyablement durant l’événement, et souvent avant et après l’événement. Nous avons été très chanceux d’avoir la présence d’un Ministre fédéral, Steven Blaney, député de Lévis-Bellechasse. Le Ministre Blaney a été très généreux avec son temps, passant toute une soirée au Congrès sur la transmission d’entreprses aux employés avec nous. J’ai été touchée aussi par la générosité de nos commanditaires qui auront une mention formelle un peu plus bas.

Le fait que nous avons pu aussi tenir une première réunion du Comité directeur de CICOPA-Amérique du Nord, juste avant le lancement officiel (avec des représentants des conseils d’administration et de la gestion de la FCCT, la Fédération américaine et le RÉSEAU – avec les autres fédérations au Québec étant invités) veut dire que nous avons pu choisir notre présidente, Rebecca Kemble qui est aussi présidente de la Fédération américaine. Elle participera à l’Assemblée générale et Conférence mondiale de CICOPA, et de CICOPA-Amériques, à Cancun, Mexique du 15 au18 novembre 2011. La FCCT y sera représentée par Alain Bridault et moi-même. Ce sera l’Assemblée générale de la fondation de CICOPA-Amériques et une autre étape importante dans la progression du mouvement de la coopération du travail. Noter que les membres du Comité directeur de CICOPA-Amérique du Nord sont: Rebecca Kemble (présidente), Melissa Hoover (DG, Fédération américaine), David Smathers-Moore (administrateur, Fédération Américaine), Claude Jourdain (administrateur, FCCT et DG, RÉSEAU), Jamie Campbell (administrateur, FCCT), et moi-même. Nous essayons d’impliquer aussi une représentativité des deux autres fédérations au Québec.

Pour moi personnellement, j’ai été très heureuse de pouvoir être en compagnie des coopérateurs du travail d’un peu partout en Amérique du Nord et d’ailleurs dans le monde. Un aspect spécial et assez unique pour moi c’était de pouvoir passer du temps avec des gens qui ont le même quotidien que moi: d’autres DGs des fédérations et confédérations de coopératives de travail. Ce n’est pas souvent que cela arrive, et c’est incroyable combien nous avons en commun!

La manière que je vois CICOPA-Amérique du Nord ainsi que tout le mouvement à l’international c’est que c’est un ajout avec une grande valeur ajoutée à ce que font les fédérations existantes. C’est un lieu de rencontre où nous pouvons s’entre-aider, mais je crois que ce sera toujours dans nos fédérations propres qu’on trouvera la connection la plus proche entre membres, et entre membres et fédérations. En d’autres mots, c’est un ajout, ce n’est pas un remplacement des fédérations existantes.

Nous avons pris des vidéos de toutes les sessions en plénière (avec à peu près 2/3 du contenu en français – et ils sont divisés par langue), et de plusieurs des ateliers. Nous avons des présentations, des compte-rendus et d’autres reportages de plusieurs sessions. Nous les mettons sur le site de CoopZone (www.coopzone.coop), avec des liens sur les sites de la FCCT et de www.cooperation2011.coop. L’année prochaine, en 2012, ce sera le tour des États-unis d’être l’hôte des activités de CICOPA-Amérique du Nord. Leur Congrès aura lieu à Boston, du 22 au 24 juin, 2012. (Sachant que le 24 juin est une grande fête au Québec, on va peut-être insister plus pour l’aspect international du 22 et 23 juin). On se donne rendez-vous! En plus, le Comité directeur de CICOPA-Amérique du Nord et de toutes les fédérations qui font partie doivent concevoir des manières à nous rassembler sans toujours devoir voyager, en utilisant le pouvoir de plus en plus fort de la technologie.
